Barney Frank to Introduce Internet Gambling Legislation Soon

April 22, 2009

A number of news informants are reporting that the newest adaptation of Barney Frank’s exploits to commence laws that will control Internet gambling and probably turn over the UIGEA in the process will be introduced in the U.S. Congress before the end of April of this year.

Barney Frank has only declared that he intends to initiate the new laws before the end of this month, "definitely in April".

As announced previously, the new laws from the Massachusetts Democrat will be a stand-alone bill, and not an attachment to another legislation, as some have expected. The bill is intended to produce a “complete licensing and regulatory framework for the internet gambling industry,” and Barney Frank apparently hopes the bill itself to whip up public notice for the motive via “hearings, discussions, and votes.” This is probably a straight answer to the reality that the UIGEA was approved as a last-minute attachment to a homeland security bill, lacking any period permitted for debate or independent vote.

As Chairman of the House Financial Services Committee, Barney Frank has a substantial aggregate of authority in the U.S. Congress, and so his passion to target considerations on the affair will likely see fulfillment.

Barney Frank has long been an advocate of online gambling on Capitol Hill. Frank was the writer of HR 2046, the Internet Gambling Regulation and Enforcement Act, which was established in April of 2007, but was not enacted upon and at present must be reintroduced for consideration. The bill appealed to 48 co-sponsors. In September 2008, the House Financial Services Committee authorized HR 6870 by a 30-19 vote, the 2nd version of the Payments System Protection Act, which would have defined what was legal or illegal under the UIGEA. Nonetheless, the failure of the world's financial system took place shortly afterward and the bill was laid on the back burner."
